HMRC has published Revenue & Customs Brief 35/10 on the proposed reverse charge for businesses trading in emissions allowances. This was announced in the Spring Budget and is intended to replace the zero-rating introduced to stop an escalation in MTIC fraud in this commodity.
The reverse charge mechanism will come into effect on 1 November 2010. The zero-rating will be withdrawn at the same time.
